Examines federal civil rights laws, 42 U.S.C. Sections 1981 to 1988, focusing most heavily on actions brought under Section 1983, the provision that creates a federal cause of action to remedy violations of rights secured by the Constitution and laws of the United States by those acting "under color of" state law. Considers general problems of federal judicial intervention in state and local affairs, the liabilities and immunities of local governmental entities and public officials, and the development of the law in areas such as education, police, social services, prisons, and criminal prosecutions.
