City Conflicts of Interest Board and the Center for NYC Law at New York

Seminar
Topics:
- Leaving City Service: This session will
cover what public servants need to know about the City’s conflicts of
interest law when it comes to leaving City service.
- Fun at Work
Meets Chapter 68: Find out what Chapter 68 has to say about the many
diversions that (sometimes) occupy our time at work, such as lottery or
sports pools, holiday parties, charity walk-a-thons, dating, surfing the
internet, etc.
- Conflicts of Interest Law and Political
Activities: An overview of Chapter 68’s general restrictions on
political activities, including running for office, political fundraising,
holding political positions, and working on political
campaigns.
- Penal Law & Public Integrity: This panel
will examine how prosecuting public servants differs from prosecuting
private citizens, what particular challenges these prosecutions present,
and where and how corruption issues intersect and overlap with ethics
issues.
- Recent Developments in Albany: Following up on last
year’s session, this panel will examine the year’s
ethics-related actions by the legislature and the governor, including the
creation of the Joint Council on Public Ethics and
redistricting.
- Challenges & Solutions in Government Ethics
in Other Municipalities: Although the same types of ethics issues
arise in virtually every municipality, approaches to them differ.
Understanding how other municipalities view – and address –
ethics matters can improve one’s own approaches and
methods.
- New and Emerging Issues: Topics to be discussed
include the Board’s recent opinions on misuse of position and its
evolving jurisprudence on this subject, as well as a discussion of a
number of post-employment issues.
- Consumers Panel: Cultural
Affairs Commissioner Levin and a number of Deputy Commissioners and General
Counsels will participate in a roundtable discussion of the maintenance of
an ethical culture in their agencies and their interactions with the
Conflicts of Interest Board.
- Alternative Policies in
Establishing and Maintaining Ethical Norms: This panel will seek to
examine policy issues relating to ethics and codes of conduct that go
beyond questions of compliance. What is an ethical code meant to
accomplish? How should rules be written? How should they be enforced? How
should the rules be communicated?
