Amanda C. Goad
Senior Counsel, Environmental Law Division
New York City Law Department

 

Amanda C. Goad is a Senior Counsel in the New York City Law Department's Environmental Law Division. She joined the Law Department in 2005. Her practice includes assisting City agencies in drafting legislation, regulations, and public review documents to further PlaNYC objectives, as well as litigation in defense of projects and initiatives the City has undertaken pursuant to PlaNYC. Ms. Goad is a co-instructor of Green Cities: New York, a seminar/clinical course at Harvard Law School.

Ms. Goad received her JD in 2005 from Harvard Law School after participating in the Harvard-Berkeley Exchange Program. She was an editor of the Harvard Civil Rights-Civil Liberties Law Review and Berkeley's Ecology Law Quarterly. She received her BA from Rice
University in 2000 and was a member of the Teach for America 2000 Corps. Ms. Goad is admitted to the bar in New York.


 

Tal J. Golomb

Tal J. Golomb is an associate in Fried Frank's real estate department resident in the New York office. He joined Fried Frank in 2007.

Mr. Golomb specializes in real estate development, large-scale economic development projects, land use and construction. He is currently representing the developer of the multi-billion dollar Atlantic Yards Project in the financing and development of a new multi-use arena for the New Jersey Nets NBA basketball team, sixteen mixed-use buildings, an upgraded Vanderbilt train yard for the Metropolitan Transportation Authority and several acres of open space.

Prior to joining the Firm, he served as Senior Counsel in the New York City Law Department from 2004 to 2007 and practiced as an associate at an international law firm in New York from 2003 to 2004. From 2002 to 2003, he was a law clerk for Chief Judge Edward R. Becker of the U.S. Court of Appeals for the Third Circuit.

Mr. Golomb received his JD from Columbia University School of Law, where he was a James Kent Scholar, in 2002. He received his BA, magna cum laude, from the University of Pennsylvania in 1998. Mr. Golomb is admitted to practice in New York, the U.S. District Court for the Southern District of New York and the US Court of Appeals for the Third Circuit.

 

 

Melanie Meyers

Melanie Meyers is a member of the real estate department resident in Fried Frank's New York office. She joined Fried Frank in 2003 as a partner.

Ms. Meyers' practice focuses on real estate development, specializing in land use, environmental review, zoning, public approvals and private/public partnerships.

Prior to joining Fried Frank, Ms. Meyers served as general counsel to the New York City Department of City Planning. From 1994 to 1997, she was an adjunct professor in the Real Estate Development Program at Columbia University. From 1993 to 1994, Ms. Meyers was an associate professor at the Benjamin N. Cardozo School of Law and an assistant professor from 1990 to 1993.

Ms. Meyers is consistently recognized by Chambers USA: America's Leading Lawyers for Business as a leading individual in Real Estate: Zoning/Land Use and is consistently recognized by Legal 500 in Real Estate and Construction: New York: Land Use and Zoning. In addition, Ms. Meyers was named a “2008 Women of Influence” by both Real Estate New York and Real Estate Forum.

She is a member of WX New York Women Executives in Real Estate and the New York City Bar Association. Ms. Meyers also serves on the Advisory Board of the Real Estate Law Reporter.

Ms. Meyers received her JD from Columbia Law School in 1987, where she was a Harlan Fiske Stone Scholar and served as both Editor and Board Member of the Law Review. She received her BS from the Massachusetts Institute of Technology in 1982. Ms. Meyers is admitted to the bar in New York.


 

Carol E. Rosenthal

Carol E. Rosenthal is a member of the real estate department resident in Fried Frank's New York office. She joined Fried Frank as a partner in 2007.

Ms. Rosenthal has had 25 years of experience serving as land use and development counsel to a wide variety of clients, including developers, businesses, and non-profit institutions. She has successfully prosecuted applications for zoning amendments, special permits, variances, state and city environment quality reviews, landmarked site approvals, and other governmental approvals. She has broad-based experience in project development, housing, transportation and joint public-private initiatives, and has represented clients in numerous transactions for the transfer of development rights, government acquisitions, and turn-key developments.

Ms. Rosenthal was recently responsible for obtaining the land use approvals for a 63-story mixed-use building in Lower Manhattan near the Brooklyn Battery Tunnel, and is currently overseeing approvals for an 15-acre housing and assisted living development in Staten Island, and a major industrial and retail center in Brooklyn. She was the lead counsel on land regulatory matters for the development and private financing of high speed train maintenance facilities along Amtrak's northeast corridor, counsel to a New York City college for its recent expansions on and off-campus, and has assisted a number of New York City educational and health care institutions in expanding their housing and other facilities.

Ms. Rosenthal is a former associate counsel to the New York City Department of Planning from 1986 to 1988 and was an Adjunct Professor of New York Law School, where she taught land use law. Ms. Rosenthal frequently teaches at conferences and seminars for clients and professional organizations and has contributed numerous articles and papers for publication.

Ms. Rosenthal is chair of the Zoning Committee of the American Planning Association, New York Metro Chapter, serves on the Advisory Board for CityLand, a publication of The Center for New York City Law of New York Law School, and is a member of the Law Committee of The Municipal Art Society. She became a Trustee of the Citizens Budget Commission in 2008. Ms. Rosenthal is a member of Women in Housing and Finance, Inc. (serving on the Board of Directors from 1991 to 1995) and was a member of the Municipal Affairs Committee of the Association of the Bar of the City of New York from 1991 to 1994.

Ms. Rosenthal is recognized by Legal 500 in Real Estate and Construction: New York: Land Use and Zoning. In 1999, she was honored by the American Planning Association with the Floyd Lapp Service Award. In 2003, she received the Pratt Area Community Council Leader of the PACC award and The New York City Council proclaimed June 6, 1998 as "Carol Rosenthal Day" in the City of New York.

Ms. Rosenthal served as law clerk to the United States Court of Appeals for the Ninth Circuit.

Ms. Rosenthal received her JD from New York University School of Law in 1982, where she was a staff member and note and comment editor of the Review of Law and Social Change, and her BA, magna cum laude, from Brandeis University in 1979, where she was a member of Phi Beta Kappa. She also attended the London School of Economics and Political Science from 1977 to 1978. Ms. Rosenthal is admitted to practice in New York.
