Mr. Penney is a Fulbright Scholar who recently receives a Master of Law from Columbia Law School in New York City. Before Columbia, he was a postgraduate legal researcher at the Faculty of Law at Oxford University, where he was a Mackenzie King Travelling Scholar and Associate Editor of the Oxford University Commonwealth Law Journal. He has worked as a lawyer with the Justice Department and, more recently, as a policy advisor at the federal level. His research focuses on both constitutionalism and technology law including: privacy, internet governance, intellectual property, comparative constitutional law and history, and national security issues. Outside academic research, he writes law and public policy commentary for the Morris J. Wosk Center for Dialogue at Simon Fraser University in Vancouver.
