Has Sarbanes-Oxley helped to strengthen U.S. markets? Which provisions have benefited investors? Is there a need to modify certain rules to help American companies and securities exchanges stay competitive?  What are the international developments and reactions to SOX? In his lecture, Mr. Beller will address these and other questions.

From 2002 to 2006, Mr. Beller served as the Director of the Division of Corporation Finance of the U.S. Securities and Exchange Commission and as Senior Counselor to the SEC. During that period he was at the forefront of the most far-reaching corporate governance, financial disclosure, and securities offering reforms in the SEC's history. Among his duties were the implementation of the corporate provisions of SOX, the adoption of corporate governance standards for listed companies, and the successful completion of comprehensive securities offering reforms. Mr. Beller received a J.D. degree, magna cum laude, from the University of Pennsylvania Law School in 1976 and graduated from Yale College, cum laude, in 1971. Mr. Beller spent 25 years, 17 as a partner, with the law firm of Cleary Gottlieb Steen & Hamilton LLP prior to his joining the SEC. He has returned to Cleary Gottlieb, where his practice focuses on a wide variety of complex securities, corporate governance, and corporate matters for both U.S. and non-U.S. clients.
