Trends in New York City Land Use and Real Estate Development. Trends in New York City Land Use and Real Estate Development is the second annual conference on this important topic sponsored by the Center for New York City Law, the Center for Real Estate Studies, and the New York City Law Department. This year’s conference addressed cutting-edge issues in the land use arena with three panels focusing on (i) community benefit agreements with a current project as a case study, (ii) the High Line Corridor project and the rezoning and development of the West Chelsea Historic District, and (iii) current issues before major NYC land use agencies such as the Landmarks Preservation Commission, the Board of Standards and Appeals, and the Department of Buildings. These issues were explored by some of the key players in the public and private sectors in sessions designed to be of interest to lawyers, developers, urban planners, and others interested in land use, real estate development, and city planning. The keynote speakers were Tom Arnold, Managing Director at Cerberus Real Estate Capital Management, LLC, John E. Silvia, Chief Economist at Wachovia, and Joshua Stein, Partner in the Real Estate Practice Group at Latham & Watkins LLP.(February 27, 2008)Redeveloping Brownfields in New York: Where Do We Go From Here? presented by the Center for Real Estate Studies at New YorkLawSchool and cosponsored with the Environmental Business Association of New York State and the Environmental Law Committee of the Association of the Bar of the City of New York. This symposium addressed a wide-range of difficult issues frequently encountered when seeking to remediate and redevelop contaminated sites in the New York metropolitan area, including recent guidance and application procedures for the NYS Brownfield Cleanup Program (BCP), legislative proposals for amending the BCP tax credits, case studies on tax credits reimbursements awarded to date, how to interweave the NYC DEP “e” designation program with the BCP or other NYSDEC remediation programs, alternative mechanisms for remediating sites that are not eligible for the BCP, financial incentives for petroleum-contaminated sites and green buildings, and how to work with local community groups to plan and promote sustainable redevelopment . The New York Law School Law Review will publish a symposium issue comprised of papers from this conference.
