The significant expansion of the U.S. sanctions program on Russia in February 2022 raises unique questions associated with the art market, not only for market participants but for attorneys and regulators as well. These issues are also connected to Russia’s long-standing support of the so-called “Spoils of War” doctrine, permitting the looting and removal of cultural objects during wartime.

This program examines both recent historical findings regarding Russia’s use of the “Spoils of War” doctrine, as well as the impact of the expansion of the U.S. sanctions program on the art market since Russia’s invasion of Ukraine.
